What a licence means
They can sponsor. That is all it says.
A sponsor licence lets an organisation assign a Certificate of Sponsorship to a worker on the routes it covers. It does not mean We Prepare Limited is hiring from abroad this month, only that it can, and has been checked by the Home Office to do so.
How to approach them
Ask the question early
Sponsorship is a yes or no per role. Ask in the first message whether the vacancy qualifies for a Certificate of Sponsorship; it saves everyone a wasted interview and marks you as someone who knows the system.
