What a licence means
Licensed, checked, on the list
The Home Office lists EQL2 Light because it applied, was checked and continues to meet its sponsor duties. Whether a given job qualifies still depends on the role and the pay under the current rules.
How to approach them
Ask the question early
Sponsorship is a yes or no per role. Ask in the first message whether the vacancy qualifies for a Certificate of Sponsorship; it saves everyone a wasted interview and marks you as someone who knows the system.
