What a licence means

They can sponsor. That is all it says.

A sponsor licence lets an organisation assign a Certificate of Sponsorship to a worker on the routes it covers. It does not mean British Polythene Limited is hiring from abroad this month, only that it can, and has been checked by the Home Office to do so.
